THE FIRST stage of the National Development Plan process was a diagnostic analysis of where South Africa is now. That lef to a diagnostic report which set a basis for the rest of the plan. The commissioners had to start by identifying what needed fixing before they could design the corrective measures.
The diagnostic identifies the substantial progress made since 1994 but makes clear that there is a lot of work to be done, particularly in education and employment. Here we illustrate the highlights.
